How can I manager remote WAS servers from a locally installed copy of Deliver?

To manage remote servers, simply create a Server Profile that points to the remote server's hostname and SOAP Connector Address (for WAS). Remember that for ND, Phurnace will point to the Deployment Manager and not the federated nodes or servers on those nodes.
